This briefcase appears only in the White Water storyline.
In the White Water storyline, SPY Fox will need this briefcase as part of his plan to activate a guided missile in order to break into William the Kid's Secret Volcano Fortress. The briefcase can be found slightly buried next to the sealed up door. SPY Fox must then go to the pilot seat, reveal the fuse array grid, and put the correct spare airplane fuses onto the grid in order to get the missile ready. Once the missile is ready, SPY Fox can launch the missle at the door, creating a makeshift entrance inside (while also noting it will teach N.O.G. for not leaving a key under the welcome mat).
