The fortune cookie code phrase paper appears only in the Car Chase storyline.
In the Car Chase storyline, SPY Fox will need this in order to gain entry William the Kid's Secret Fortress. He will obtain from Mata Hairy after he meets her near the feta cheese factory (which is after he places Walter Wireless in Russian Blue's purse). The code will vary, but the hieroglyphics that SPY Fox must press are always the same in the storyline regardless. After SPY Fox opens the secret entrance, he will no longer have the code phrase paper.
