Dr. Fu Manch Hugh is a mad scientist, an adept of the Scratching Post, and a former associate of Dr. Morrie Arty, whom he later supplanted as the head of the villainous organization S.M.E.L.L.Y. (which at that time meant Slightly Maniacal Evildoers and their Legion of Local Yokels). He doesn't appear in any SPY Fox games, but he makes an appearance in the Villains Dossier game promo materials from the SPY Fox website.
History[]
He started out as a Chinese street cat who wasted eight of his nine lives in futile attempts to get to the top, using several aliases such as Beatnik Bobby, Carl Commie, and Caspar Carowack. Eventually he met a (phony) Alley Oracle who told him that she sees the Pinwheel of Eternity in his future. The Pinwheel of Eternity was an artifact that belonged to the mystical priests of the Scratching Post, who believed that once a "true cat" blows it, it will grant another nine lives to the nearest feline in the room. Dr. Fu Manch Hugh, as he now called himself, became convinced that he was the one destined to do this.
He joined the villainous organization S.M.E.L.L.I.E., which was at that time headed by Dr. Morrie Arty, and became his right hand man. However, after Dr. Arty's plans had been foiled by SPY Corps, Fu Manch Hugh betrayed him and sent him to a retirement home, superseding him as the leader of S.M.E.L.L.Y. He devised his own sinister plan to change the Earth's orbit with the use of a device called the Bongosizer, which, as he believed, would impress the priests of the Scratching Post and give him access to the Wheel of Eternity.
Nonetheless, SPY Fox managed to foil his plan by distracting him with the Extra-Glittery Ball o'Foil Stuffed with Catnip, a gadget created by Professor Quack. After his capture, the leadership of S.M.E.L.L.Y. was overtaken by Baron Von Bluefield.
