The Cheez-n-Safe Cracker Kit is in the SPY vending machine in all versions of the game, but it is only important in the Punch Card storyline.
In the Punch Card storyline, SPY Fox must use the Cheez-n-Safe Cracker Kit as part of his plan to obtain the Punch Card needed to disarm the Milky Weapon of Destruction. After SPY Fox reveals the safe that is hidden in one of seven paintings in the secret passageway office, he must use the kit in order to find the combination to the safe (the combination will vary in the storyline). After that, SPY Fox must turn the dial in accordance to the given combination to reveal the punch cards.
